
HUNTINGTON, NY – On Thursday, Suffolk County District Attorney Raymond A. Tierney announced a sweeping 53-count indictment charging nine alleged members and associates of the “Lowndes Block Gang” (LBG) in connection with two murders, eight additional shootings, possession of 11 illegal firearms, and a sex trafficking operation used to fund gang activity.
The indictment follows a multi-year investigation conducted by the Suffolk County District Attorney’s Cold Case Gang Homicide Unit, in coordination with the Suffolk County Police Department, Suffolk County Sheriff’s Office, Homeland Security Investigations (HSI) New York, and the U.S. Marshals Regional Fugitive Task Force.
According to prosecutors, LBG is a geographically based street gang operating in Huntington Station, centered around Lowndes Avenue and affiliated with nationally recognized Bloods street gangs.
Prosecutors: Gang Used Violence, Youth, and Exploitation to Maintain Control
Violent gangs adapt to the law, and New York’s Raise the Age statute has incentivized the use of younger members to commit the most serious crimes,” District Attorney Tierney said. “While the teenager who pulled the trigger in the 2021 murder was convicted, this investigation did not stop there. We pursued those who ordered, enabled, and funded the violence. This indictment makes clear that no one is beyond accountability.”
Law enforcement officials emphasized that the case reflects years of coordinated intelligence gathering, including surveillance, search warrants, digital evidence, and financial analysis.
Alleged Gang Leadership and Criminal Enterprise
Prosecutors allege that Marques Scott, 31, of Huntington Station, served as a senior leader within LBG, directing shootings, supplying firearms, and ordering violent retaliation against rivals and perceived disrespect. Scott allegedly provided weapons and transportation to younger members, rewarding compliance with increased gang status.
The investigation also alleges that Scott and Joshua Brown operated a sex trafficking and prostitution scheme, using proceeds to purchase firearms and sustain gang operations.
Major Crimes Charged in the Indictment
Murder of Luis Cameron Rimmer-Hernandez (August 9, 2021) – Prosecutors allege that Scott ordered the killing of Luis Cameron Rimmer-Hernandez, 21, following a dispute related to a prior arrest. A 14-year-old associate, later convicted and sentenced, allegedly carried out the shooting on Lowndes Avenue. Scott and co-defendants Kevin Donaghy, Shakur May, and Brianna Kuchar are now accused of planning and facilitating the murder.
Murder of Antoine Butts-Miller (August 27, 2016) – Kevin Donaghy is separately charged in the 2016 shooting death of Antoine Butts-Miller, 18, who was fatally struck during gunfire outside a Huntington Station house party. Prosecutors allege the victim was not involved in the underlying dispute.
Series of Non-Fatal Shootings (2020–2025)
The indictment also charges multiple shootings across Huntington Station, Wyandanch, Central Islip, and Huntington, including:
- A December 2020 daylight shooting that left a rival gang member critically injured
- Three coordinated shootings in early 2022, involving dozens of rounds fired into occupied residences
- The June 2021 shooting of Scott’s former girlfriend, who survived after extensive reconstructive surgery
- A November 2025 shooting that struck a victim in the femoral artery, requiring emergency surgery
Defendants and Top Charges
The nine defendants face charges ranging from Murder in the Second Degree to Conspiracy, Attempted Murder, Assault, Weapons Possession, and Sex Trafficking-related offenses. Several defendants were remanded, while others are being held on multi-million-dollar bail.
Prosecutors say the case represents one of the most comprehensive gang conspiracy indictments in Suffolk County in recent years.

The Cold Case Gang Homicide Unit combines prosecutors, detectives, analysts, and federal partners to pursue long-term conspiracy cases designed to dismantle violent criminal enterprises rather than address isolated incidents.
These cases are built to incapacitate entire networks,” Tierney said. “This indictment reflects our commitment to dismantling violent gangs that endanger Suffolk County residents.”
